The bombings did increase ridership, but the very noticeable increase in
ridership from before the Congestion Charge was already present.  A lot
of people who started cycling after the bombings didn't keep it up too
long unfortunately.  But now that winter is over, more are coming back
to it.

And Ken Livingstone has zero input into Tube fares.  Congestion charge
rates, yes, Tube fares no.

If you go to the C+ forum you see that many London commuters name the
bombings as a reason why they started cycing.
