I stayed and observed for a while.  The witnesses who saw the driver
threaten the cyclist gave her his tel number so that was good.  But the
Police even though they were bicycle mounted cops still asked what laws
the cyclist were breaking to cause this.  To answer your question, they
really took no action against the driver.  They did send a car to gather
the cyclist though and give her a ride home.
