On the contrary, pedestrians are just moving slow enough to allow 
constant negotiation.  That it requires it suggests that it is less 
ordered.  And in spite of all of this there are still many collisions 
(which I posit are unacceptable in a larger vehicle).  Furthermore a 
larger vehicle is unable to perform the maneuvers necessary for the 
dance that pedestrians are forced to do but these larger vehicles are
necessary for moving cargo.
