I thought it was 20, but yeah 25 sounds right, the passing on the right thing I really thought was prohibited and the fact it is not seems like a bad idea from a safety POV. That law however is not directly stated for bike lane use, so I am still wondering...

that's 25 mph, and yes they can.

"Mopeds may use bicycle lanes next to various ways but are excluded from off street recreational paths."
"Mopeds may keep right when passing a motor vehicle which is in the travel lane of a way."
